In response to the State v. Blake decision earlier in 2021, the Washington State Legislature passed SB 5476 to address justice system responses to substance use and expand behavioral health prevention, treatment, and related services. This multi-part series provided an overview of SB 5476 and ongoing updates to its various components.

In part 4, Presenter Mark Cooke, JD, MSW, ACLU of Washington, described the legal changes outlined in SB 5476, including changes to simple drug possession and paraphernalia laws. He also provided a brief description of relevant past laws and legal decisions, as well as implications for future interpretations of this law.
