In part 4, Presenter Mark Cooke, JD, MSW, ACLU of Washington, described the legal changes outlined in SB 5476, including changes to simple drug possession and paraphernalia laws. He also provided a brief description of relevant past laws and legal decisions, as well as implications for future interpretations of this law.
